GeneralTelangana releases two DA installments for employees, sparking doubts over new pay scales

The Telangana Government has announced the release of two out of five pending instalments of State Dearness Allowance due since July 2023. This partial move puts an extra financial burden of β‚Ή2,500 crore on the state exchequer.

Financial Burden

Releasing all five pending DA instalments would have increased salaries by 15.43%. However, the current release of two instalments amounts to about 5%. Senior officials working with the Pay Revision Commission calculate that a one per cent increase in DA costs the government β‚Ή40 crore a month, which adds up to β‚Ή480 crore a year. Paying all five instalments would cost β‚Ή6,115 crore. The state also has to handle upcoming DA instalments for July 2026 and January next year, alongside paying older arrears in parts.

Pay Revision Commission

The government stated that revised pay scales will only be implemented after the Pay Revision Commission, led by retired bureaucrat N. Siva Sankar, submits its report. The commission must look at pay scales of other states and the central government, along with state revenue growth, debt, welfare schemes, and development programs.

Context

State governments often face tough budget choices when balancing employee salary demands with welfare promises and heavy debt. When financial stress runs high, implementing major pay commission recommendations is frequently delayed to protect public funds.
