The Central Bureau of Investigation has filed a charge sheet against Reliance Communications Limited, two former executives of the Reliance ADA Group, a former Life Insurance Corporation official, and others in a multi-crore investment fraud case. The case centers on an alleged total loss of 3,750 crore rupees caused to the insurance giant.

Key Accused

The agency has named Amitabh Jhunjhunwala, who served as the group managing director, and Vishwas Joshi, senior vice-president of Reliance Capital Limited. P. Venugopal, who was the chief investment officer of LIC at the time, has also been named alongside the corporate entities. The charge sheet was filed before a Special CBI court in Mumbai. The four main accused face charges of criminal conspiracy, cheating, and criminal breach of trust under the Indian Penal Code, along with violations of the Prevention of Corruption Act.

Fraud Details

Investigators state that in 2012, LIC subscribed to non-convertible debentures worth 1,500 crore rupees issued by RCom based on serious misrepresentations. The funds raised through this debenture subscription were later diverted to other group companies. This diversion resulted in a wrongful loss for LIC and a corresponding wrongful gain for the accused entities. The CBI registered the initial case on April 1, 2026, based on a complaint from LIC.

Wider Probe

Beyond this single case, the agency has registered nine first information reports against RCom, Reliance Home Finance Limited, Reliance Commercial Finance Limited, Reliance Telecom Limited, and other group entities following complaints from public sector banks, LIC, and the Employees' Provident Fund Organisation. The CBI has previously filed seven other charge sheets in related matters. According to the agency, the Supreme Court is monitoring the overall investigation.

Context

Public financial institutions like LIC invest large sums of public money into corporate bonds and debentures to generate returns for policyholders. Strict regulatory checks and legal frameworks exist to ensure these funds are used transparently and not diverted unlawfully. When such investments turn fraudulent, investigative agencies step in to trace the flow of money and fix accountability on corporate leaders and public officials.

ExplainerWhy this matters

What Happened

The CBI filed a formal charge sheet accusing corporate executives and a former LIC official of financial fraud regarding a 2012 debenture investment of 1,500 crore rupees that was allegedly misused and diverted.

Why It Matters

This case highlights the vulnerabilities in how public sector financial institutions allocate massive sums to private corporations. When funds meant for secure returns are mismanaged or diverted, it directly impacts the financial health of public institutions that safeguard ordinary citizens' savings and insurance policies.

What Happens Next

The case will proceed through the Special CBI court in Mumbai where the charge sheet has been filed, and the agency stated that further investigations continue to determine the roles of other potential suspects.
