Delhi voters who submitted only Aadhaar cards to resolve notices during the special intensive revision of electoral rolls are facing fresh scrutiny. Booth-level officers across multiple constituencies report that Electoral Registration Officers are directing them to revisit voters and collect additional papers to prove they are not foreign nationals.

Verification Process

Out of nearly 97 lakh electors on the draft roll, authorities issued notices to 33.1 lakh individuals. This included 13.9 lakh cases flagged for lacking mapping with previous special intensive revision rolls, while the remaining notices addressed logical discrepancies. Although more than 94 percent of these flagged cases were marked for the final rolls in recent data, officers state that systems continue to flag voters who provided only Aadhaar. Election Commission guidelines prescribe 11 specific documents, such as birth certificates and educational certificates, to establish eligibility.

Officer Concerns

Booth-level officers have expressed frustration over shifting instructions regarding document collection and verification undertakings. One officer from the Northeast district noted that voters who have lived in the area for years lack alternative records or even bank accounts. Officials denied issuing instructions to target illegal immigrants, maintaining that EROs retain the power to mark an elector eligible if field reports are satisfactory. The Delhi Chief Electoral Officer previously warned against deletions on flimsy grounds in a September 25 letter. Authorities have extended the deadline for resolving these notices to December 15, ahead of the final electoral roll publication on December 22.

Context

Electoral roll revisions are routine administrative exercises conducted by election authorities to clean up voter lists by removing duplicate entries and verifying addresses. Booth-level officers form the frontline workforce for these door-to-door checks, working directly under Electoral Registration Officers to verify citizen details. The ongoing exercise in Delhi highlights the complex balance election officials must maintain between verifying citizenship criteria and ensuring eligible voters do not lose their voting rights due to a lack of paperwork.
