Telangana government clears way for registration of 22A residential lands

Telangana has cleared the registration of patta lands that turned into residential areas without NALA permission, provided owners pay the NALA fee. District collectors must finish all eligible requests within a set time limit. Chief Minister Revanth Reddy pushed for a fix to the decades-old 22A land problem by setting up a high-level committee and releasing five government orders. Houses, flats, and plots under the 22A list that have approvals from GHMC, HMDA, DTCP, or local municipalities can now be registered. The state also ordered the clearance of long-pending Urban Land Ceiling applications.
Context
Land registration rules in India require clear legal titles and specific land-use permissions before properties can be bought and sold officially. Resolving long-pending property blocks helps middle-class families secure legal rights over their homes and brings clarity to real estate deals.
ExplainerWhy this matters
What Happened
The Telangana government issued new guidelines allowing the official registration of patta lands used for housing even without prior NALA permission, as long as owners pay the required fee and meet eligibility rules.
Why It Matters
For decades, the 22A restricted lands list locked thousands of middle-class property owners out of legal ownership rights, preventing them from selling, mortgaging, or officially transferring their homes and plots. Clearing these titles brings formal legal status and boosts the real estate market.
What Happens Next
District collectors are expected to review and process pending applications within a fixed time limit, using the five government orders and framework set up by the high-level committee.
