UPDATE - follow-up to Cognizant, Infosys, Tata, Wipro and HCL among IT firms suspended from U.S. green card programme: The Department of Labour is also suspending tech giants Microsoft and Adobe from the Permanent Labour Certification Programme.

The Announcement

Labour Secretary Keith Sonderling announced the addition of Microsoft and Adobe to the suspension list alongside Vice-President J.D. Vance on October 8, 2026. The department will stop accepting new applications and halt all pending permanent labour certification requests involving these companies.

Context

The Permanent Labour Certification Programme allows companies to apply for green cards for workers holding H-1B visas. This system plays a major role in how international technology companies manage their workforce in North America.
