A high-level committee led by retired IAS officer Sudha Pillai has submitted its report on the Kerala Infrastructure Investment Fund Board to the State government.
Panel Details
The State Cabinet took up the report during its weekly meeting on Wednesday, and authorities will lay it in the State Legislative Assembly on Thursday. The panel examined the existing framework of KIIFB to suggest a comprehensive restructuring plan. Its terms of reference included recommending measures to restructure the board, redeploy its institutional capacities within the government, and lay out future courses of action for its subsidiary or spin-off entities. In July, the Finance department noted that the government decided to undertake a comprehensive review of the institutional, financial, governance, and operational framework of KIIFB to strengthen its long-term sustainability, improve governance standards, and enhance its capacity to support infrastructure development in the State. Besides Sudha Pillai, the committee included Shyam Srinivasan, former managing director and chief executive officer of Federal Bank; Nilesh Vikamsey, former chairman of the Association of Chartered Accountants of India and partner at KKC and Associates; retired IAS officer H. Shubhalakshmi Narayanan, former director of the Audit Board of the Comptroller and Auditor General of India; and retired IAS officer Tarun Bajaj, former Revenue Secretary to the Government of India.
