Union commerce and industry minister Piyush Goyal blamed developed countries for causing global carbon emissions and ozone layer damage. Speaking at a roundtable during the Berlin Global Dialogue, Goyal said India accounts for 17 per cent of the world population but contributes less than three per cent to global carbon emissions. He contrasted this with Europe, which represents three to four per cent of the population while producing a much larger share of emissions. Goyal noted that India's per capita carbon emissions are seven to eight times lower than Europe's, remaining under 10 to 15 per cent of Western levels today. He also reminded wealthy nations of their unfulfilled pledges under the 2015 Paris Agreement to provide $100 billion a year in climate finance and technological support to developing nations. Eleven years later, he said developing countries have not received a dime of that committed support. He credited Prime Minister Modi with uniting the Global South at COP21 in Paris to address climate change. Goyal criticized the European Union and its Carbon Border Adjustment Mechanism for failing to answer these funding questions.
Context
Climate finance talks often highlight a divide between industrialised nations that built their economies on fossil fuels and developing nations facing climate impacts today. Pledges made at international climate summits like the Paris Agreement set goals for wealthy countries to help poorer nations transition to clean energy. This ongoing debate shapes global negotiations on carbon taxes, trade rules, and emission targets.
