The National Medical Commission says the removal of a 2023 set of medical education rules will not lower the quality of medical training in the country. The Commission cancelled the Maintenance of Standards of Medical Education Regulations, 2023, known as MSMER-2023, to stop overlapping procedures.

Regulation Rules

The 2019 National Medical Commission Act gives specific jobs to different boards under the body. The Undergraduate Medical Education Board and Postgraduate Medical Education Board set academic rules and minimum needs. The Medical Assessment and Rating Board checks medical colleges and takes action against those that fail to meet rules. The cancelled regulations had created a second system for checking colleges through the undergraduate and postgraduate boards. This led to repeating the same checks twice. The Commission removed this double work after looking closely at the law and following court observations.

What Stays

Medical colleges still have to submit Annual Disclosure Reports about their teachers, buildings, patient numbers, and facilities. The rating board will check these reports. All rules for teachers, infrastructure, teaching tools, and attendance remain fully in place. The rating board can still inspect colleges without warning and punish colleges that break the rules. Past actions and penalties under the old rules are also protected.

Context

Medical colleges in India must follow strict rules set by central bodies to ensure doctors are properly trained to treat patients. Regulators often update their processes to make inspections smoother without letting standards slip.
