Ceasefire Terms
U.S. First Lady Melania Trump has secured a local ceasefire between Russia and Ukraine in the Russian-occupied city of Oleshky, set to begin on October 29. The White House stated that the truce will stop all military action in the front-line city to allow humanitarian aid to enter and to arrange a civilian evacuation. Non-military teams from both nations will visit residents in their homes to check what help they need and coordinate transport for those who wish to leave for either Russia or Ukraine. Newsmax, a right-leaning news outlet, reported that its cameras will have exclusive access to document the process.
Local Conditions
Oleshky, located in the Kherson region across the Dnipro River from Kherson, has faced a severe food crisis and a full blockade by Russian forces. The White House noted that the city's population has dropped from about 24,000 before the war to between 1,700 and 2,000 people, including roughly 50 children, while BBC reports estimate about 6,000 people remain in the city and surrounding areas including 200 children. About 90% of the city was flooded after the Kakhovka Dam was destroyed, and residents have lived without gas or electricity since 2023, with some resorting to eating garden weeds to survive. The remaining population consists mostly of elderly residents who urgently need food, clean water, medicine, and medical attention.
Context
Localised ceasefires are sometimes agreed upon during long-running armed conflicts to address urgent humanitarian needs in specific trapped areas. Oleshky has remained heavily affected by the wider Russia-Ukraine war that began with Russia's full-scale invasion in February 2022.
