Nepal Prime Minister Balendra Shah has proposed the creation of a joint Himalayan Climate Resilience Mechanism involving Nepal, India, and China. Speaking at the 81st United Nations General Assembly in New York City on September 24, 2026, Mr. Shah stated that a warming climate is destabilising the fragile Himalayan ecology.

Flood Devastation

Nepal faced massive flash floods on August 26, triggered by an ice-rock avalanche near the Nepal-Tibet border. The disaster devastated towns and villages across northern and central Nepal, with the death toll reaching 1,452 and over 4,700 to 6,000 people still reported missing. Mr. Shah noted that physical recovery needs are pegged at about 10 percent of GDP.

Proposed Mechanism

Mr. Shah explained that the proposed resilience mechanism should be used to share satellite data, monitor dangerous glacial lakes, strengthen joint early-warning systems, and coordinate cross-border disaster assistance. He emphasized that the Hindu Kush Himalaya is home to nearly two billion people and serves as a vital life-support system for the planet. He also thanked India, China, other friendly nations, the United Nations, humanitarian agencies, and philanthropies for their prompt assistance following the deluge.
