Chief Minister Omar Abdullah announced on Tuesday that three new members will join the Jammu and Kashmir council of ministers, bringing the total to the nine posts allowed under the 2019 reorganisation. The current team already includes six ministers: Sakina Itoo for South Kashmir, Javid Ahmad Dar for North Kashmir, Omar himself representing Central Kashmir, Satish Sharma for mainland Jammu districts (Jammu, Kathua, Samba, Udhampur), Deputy Chief Minister Surinder Choudhary and Forest Minister Javed Rana, both from the Pir Panjal area. With only three slots left, more than thirty party leaders are vying for a place, creating a sharp competition that senior members liken to an idiom about many seekers for a scarce prize.

Cabinet Composition

The new appointments must preserve a delicate regional and ethnic balance. Dropping any of the sitting ministers would upset the representation of their constituencies – for example, removing Sharma would leave mainland Jammu without a voice. The Chenab Valley – covering Ramban, Doda and Kishtwar – and the Pahari community currently have no representation at all.

Balancing Act

Veteran figures such as Speaker Abdul Rahim Rather, Mubarak Gul, Ali Mohammad Sagar and Mir Saifullah feel left out, and the chief minister must keep them satisfied while also giving space to younger allies close to him. Senior leaders like Sagar, Mohammad Akbar Lone and Mian Altaf hope their sons secure ministerial roles.

Context

The 2019 restructuring cut the number of ministers to nine, forcing the National Conference to juggle regional, sub‑regional and community demands in every cabinet decision.
