External Affairs Minister S. Jaishankar will travel to Atlanta in the United States this week for a three-day visit starting October 29 to attend the G20 Foreign Ministers' meeting hosted by U.S. Secretary of State Marco Rubio. This marks Mr. Jaishankar's fourth trip to the United States this year and follows a visit to India by Mr. Rubio just a week prior.

Quad Talks

Diplomatic sources confirmed that the engagements will feature a Quad Foreign Ministers' meeting with Australian Foreign Minister Penny Wong and Japanese Foreign Minister Motegi Toshimitsu, also hosted by Mr. Rubio. Officials are working to advance three key outcomes from their May meeting in Delhi: the Indo-Pacific Maritime Surveillance Initiative, the Quad Critical Minerals Framework, and the Quad Initiative on Indo-Pacific Energy Security. Meanwhile, leaders including Prime Minister Narendra Modi, U.S. President Donald Trump, Japanese Prime Minister Sanae Takaichi, and Australian Prime Minister Anthony Albanese will hold a Quad leaders' summit in Manila in mid-November on the sidelines of the ASEAN-East Asian Summits. This marks the first time the leaders' summit will be held in a non-Quad country.

Diplomatic Issues

Discussions in Atlanta are expected to touch upon the U.S. decision to exclude South Africa from the G20 this year due to bilateral tensions. While India has not commented on the matter, Russia has criticized the move, and German Chancellor Friedrich Merz urged the U.S. to reverse it, noting that both South Africa and the African Union are G20 members. Observers are also watching for a possible trilateral meeting involving Mr. Rubio, Russian Foreign Minister Sergey Lavrov, and Chinese Foreign Minister Wang Yi. President Trump recently suggested he is open to a trilateral meeting with Russian President Vladimir Putin and Chinese President Xi Jinping during the APEC summit in Shenzhen, China, on December 18 and 19.

Upcoming Tours

President Trump will host the G20 summit from December 14 to 15 at the Trump National Doral resort. Prime Minister Modi's upcoming December tour includes a stop in Canada from December 11 to 13, followed by the U.S., and a final stop in Brussels, Belgium, to sign the India-EU Free Trade Agreement on December 16.

Context

International summits like the G20 and Quad serve as major platforms for foreign ministers and heads of state to negotiate major trade frameworks, security initiatives, and resolve diplomatic disputes. These preparatory meetings lay the essential groundwork for leaders to sign formal agreements and set global policy directions during their upcoming end-of-year summits.
