President Donald Trump met with Stephen Hubbard at the White House on Friday after the American spent more than four years in a Russian prison. During an Oval Office meeting with reporters, the president called Hubbard a very special man who suffered greatly. Hubbard is a 74-year-old retired teacher who returned home to the United States last week after being accused of fighting as a mercenary for Ukraine. When asked by CBS News reporter Jennifer Jacobs about learning he would be freed, Hubbard said he had heard the news many times before and reached a state where seeing is believing. He added that he only believed it when guards gave him new clothes and led him to the prison exit. Hubbard was released following an announcement made during a meeting in St. Petersburg between U.S. special envoy Steve Witkoff and Russian President Vladimir Putin. President Trump stated there was no prisoner swap for Hubbard, but he linked the release to his decision to exempt Russia from sanctions passed by Congress. The president explained that putting sanctions in place during negotiations would have stopped Hubbard from coming home, and those sanctions have not been reimposed since the release.
Context
High-level diplomatic talks and special envoys often play a key role in securing the freedom of foreign prisoners held abroad. International negotiations of this nature usually involve complex discussions between governments behind closed doors.
