Telangana has launched a new village development planning framework to bring all rural development schemes under a single system and improve local accountability. ## New Rules The Panchayat Raj and Rural Development Department issued an order on October 27 notifying the Telangana Gram Panchayat Samagra Abhivruddhi Pranalika (GPSAP) Rules, 2026. Every village panchayat must now prepare an integrated development plan covering infrastructure, employment, housing, livelihoods and welfare programmes. While other States already do village planning, Telangana wants to put all departmental activities under a common monitoring system with clear responsibilities.

Planning And Data

Under the new rules, every village panchayat must make a perspective development plan for three to five years, plus an annual action plan. Panchayat Secretaries must also collect household data on employment, housing, landless workers, vulnerable groups, livestock, assets and scheme beneficiaries. This data must be put on a computer and updated every month through an online portal. The framework combines older plans like the GPDP and the Viksit Gram Panchayat Plan under the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission Act, 2025, with the new GPSAP.

Context

This initiative connects local village planning with the Sustainable Development Goals set by the Union Ministry of Panchayati Raj. It also forms part of the Rural and Agri Region Economy component of the wider Telangana Rising 2047 plan.
