The central government has lowered the stock-holding limit for sugar dealers to 1,000 quintals to keep supplies steady and prices fair during the festival period. The new rule runs from October 15 to November 30, and dealers can now store sugar for only 15 days.

Exceptions And Rules

Certain regions have different rules due to local factors. The limit is set at 2,000 quintals for Kolkata and its surrounding areas, and also for Assam. The Food Ministry stated that Kolkata brings in sugar from states like Uttar Pradesh, Maharashtra, and Karnataka to supply eastern India. For Assam, the higher limit accounts for transport challenges and local consumer needs in the northeast.

Market Prices

In August, the government set a dealer stock limit of 4,000 quintals, which was cut to 2,000 quintals on September 15. Average retail sugar prices have now dropped 15 percent from their August peak, while ex-mill prices have fallen by about 28 percent and stayed steady for three weeks. Authorities have told wholesalers and retailers to pass these price cuts directly to consumers right away.

Context

Governments often use stock limits on essential food items to prevent hoarding and stop traders from artificially driving up prices during high-demand festival months. These market interventions aim to balance the needs of everyday shoppers with the interests of farmers and mill owners while keeping food inflation under control.
