Voters in states across the country are deciding on major ballot measures covering election rules, citizenship requirements, and tax proposals during midterm elections. According to ABC News, voters in 13 states are considering ballot initiatives that impact voter access and rights. California, Colorado, Nevada, North Carolina, and Arizona have measures to impose voter identification laws. In Nevada, voters previously passed a voter measure with 73 percent of the vote in 2024, though the state constitution requires approval in two consecutive elections.
Voter Rules
Several states are voting on changes to how elections are run, including rules on who can cast a ballot. Alaska, Arizona, South Dakota, Kansas, Arkansas, and West Virginia have ballot measures that mandate only U.S. citizens can vote in state-administered elections. Meanwhile, Massachusetts voters are deciding on same-day voter registration, and Virginia is considering a measure to restore voting rights to some incarcerated citizens after their release.
Taxes And Sports
Affordability and taxation are also on ballots in states including California, Iowa, North Carolina, Colorado, and Washington. California features four tax propositions, including Proposition 40, known as the billionaires' tax, which would levy a 5 percent tax on wealth and trusts valued over $1 billion to fund healthcare, food assistance, and public education. Additionally, four states—Arizona, Colorado, Nebraska, and Washington—are voting on measures regarding transgender rights and sports team participation.
Context
Ballot measures allow citizens to directly vote on proposed laws or constitutional amendments rather than leaving all decisions to state legislatures. These state-level votes often address social, economic, and electoral policies that spark nationwide debate during election cycles.
