UPDATE - follow-up to Union Ministers Hardeep Puri, B L Verma dropped from BJP's UP Rajya Sabha list: The BJP has announced eight candidates for the October 16 Rajya Sabha elections from Uttar Pradesh, leaving out Union Ministers Hardeep Singh Puri and B L Verma as their terms in the Upper House end next month. Puri is currently the Union Minister for Petroleum and Natural Gas, while Verma serves as the Minister of State for Consumer Affairs, Food and Public Distribution, and Social Justice and Empowerment. With their terms ending on November 25, constitutional provisions allow them to continue as Union ministers for up to six months without holding a seat in either House of Parliament. The omission has sparked speculation about a potential Union ministry reshuffle in the coming months. The BJP's new list features three OBC candidates, two Brahmins, two Dalits, and one Thakur, increasing the representation of OBC and Dalit communities compared to the outgoing members. The OBC nominees include Uttar Pradesh minister Dharampal Singh from Aonla, OBC Morcha state president Prakash Pal, and Shruti Gangwar, daughter of Jharkhand Governor Santosh Gangwar. The Brahmin nominees are Radha Kant Ojha and Gopi Krishna Pandey, while Priyanka Singh Rawat and Vidya Sagar Sonkar represent the Dalit candidates, and Ram Pratap Singh Chauhan is the Thakur nominee. Meanwhile, the opposition Samajwadi Party has renominated veteran leader Ram Gopal Yadav and fielded Reliance executive Dhanraj Nathwani as its second candidate. While both the BJP and the Samajwadi Party have the numbers to secure seven and two seats respectively, a contest is expected for the remaining seat ahead of the February 2027 UP Assembly elections, as the Samajwadi Party plans to field a third contender.
Context
Rajya Sabha elections in states are decided by the elected members of the state legislative assembly using a system of proportional representation. Political parties must carefully calculate their numerical strength among MLAs to ensure their candidates secure enough first-preference votes to win.
