The new Bhu Bharati portal designed for integrated land management is not fully operational yet, almost a year after the government issued a gazette notification for the Telangana Bhu Bharati Act of 2025.

Portal Status

The Revenue department continues to rely on the software of the previous Dharani portal with changes made to its modules. Senior officials stated that while certain issues like the inability to accept multiple grievances in one application have been fixed, server crashes still happen because the system cannot handle high transaction loads. The National Informatics Centre, which previously maintained the Dharani portal, is developing the new system and plans to launch it after multiple testing rounds.

Ground Issues

A major problem in land transactions is the mismatch between the land farmers actually own on the ground and what the official records show. This issue persisted even after the previous Bharat Rashtra Samithi government conducted a Land Record Updation Programme ahead of the Dharani launch. Now, landowners and Revenue Department officials face difficulties trying to fix these mistakes after field visits. Meanwhile, a special pilot drive and revenue sadassus received a strong response with physical applications, but that process was put on hold. Farmers must now submit grievances through Mee Seva centres despite ongoing complaints.

Context

Digital land portals are meant to make property records transparent and reduce disputes for farmers and buyers. However, technical glitches and software changes often slow down transitions between old and new systems. Fixing record mismatches requires careful ground surveys and time to update official databases correctly.

ExplainerWhy this matters

What Happened

The new Bhu Bharati portal meant to replace the older Dharani system for land management in Telangana is delayed, forcing authorities to keep using modified older software while dealing with server crashes and record mismatches.

Why It Matters

Land record errors directly affect farmers and property owners who need clear titles to sell land or access loans. When digital portals crash or fail to accept physical applications, it causes long delays and heavy frustration for rural citizens trying to fix ownership mistakes.

What Happens Next

The National Informatics Centre will continue testing the Bhu Bharati portal before it finally becomes fully operational for public use, while the Revenue Department handles ongoing record corrections manually.
