Telangana faces money crunch as state weighs farm relief and crop compensation
Reported by Abhishek Tiwari (Copy Editor) · The Hindu - National ·
The Telangana Government faces a major financial strain to fund farm support and crop compensation due to low revenue and weather challenges. State revenue receipts for the first half of the financial year reached 92,013 crore rupees, which is only 38.14 percent of the budget estimate of 2.41 lakh crore rupees. Borrowings made up a large part of these funds at 44,612 crore rupees by September end, with October auctions pushing total borrowings close to 50,000 crore rupees.
Relief Requests
The state has asked the Central Government for a special financial package of 30,000 crore rupees to help various groups, including farmers who need direct crop loss compensation. This request was raised from an initial 20,000 crore rupees because the El Nino weather pattern is expected to last until the next rainy season. Earlier in July, the state credited nearly 9,000 crore rupees to the accounts of 71.38 lakh farmers for the Vaanakalam Kharif season under Rythu Bharosa.
Next Steps
Officials normally announce dates for the Yasangi Rabi installment before the end of December. This time, the announcement depends on how the government plans to compensate farmers after asking them to avoid Rabi cultivation because of El Nino. Central Government assistance will play a key role in deciding the final compensation amount.
Context
State governments often rely on central grants and tax shares to manage large welfare and agricultural support programs during dry weather spells. Weather events like El Nino can drastically lower crop yields and force states to step in with financial relief. Financial planners monitor state tax collections and borrowings closely to track whether governments can meet their budget targets.
