Reported by Manish Reddy (Senior Writer) · The Hindu - National ·
A 40‑year‑old man identified as Mujeeb was transferred to Kannur Central Prison under the Kerala Anti‑Social Activities (Prevention) Act after police linked him to more than 35 theft cases across Kozhikode and Malappuram districts. He lives in Arappayil, Peringalam and is listed as a known offender at the Kunnamangalam police station. The charges span snatching cash and jewellery, stealing parked two‑wheelers and breaking into locked shops. Police say cases have been registered at stations including Kondotty, Karipur, Areekode, Edacherry, Koduvally, Atholi, Kunnamangalam, Pantheerankavu, Town, Nadakkavu and Vellayil. Mujeeb was already in judicial custody for allegedly stealing a two‑wheeler outside a textile showroom in Pantheerankavu on September 1. He previously served six months of preventive detention under Section 3(1) of KAAPA during 2024‑25. The latest transfer was ordered after a preliminary report by the local sub‑inspector and a recommendation from Deputy Commissioner of Police Padam Singh. District Collector M.S. Madhavikutty approved the move to Kannur Central Prison. ## Context The KAAPA law allows authorities to detain repeat offenders deemed a threat to public order, and the collector’s order reflects its use against individuals with multiple pending theft cases.
