UPDATE - follow-up to What are the reforms proposed by the GST Council?: Following its recent focus on tax rates, the GST Council has approved a wide-ranging set of administrative and procedural reforms to overhaul tax governance in India.

Registration And Refunds

The government will shift from a white-list to a black-list registration model to reduce queries for low-risk taxpayers, supplementing the 61% of applicants already receiving automatic approval within three working days. Small businesses selling via e-commerce will now only need to register in their home State. Refund processing timelines will speed up, with acknowledgements issued in 10 days instead of 15, and 90% of claims released within three working days of acknowledgement using Customs and banking data.

Business Reliefs And Penalties

Business-to-consumer firms with a turnover up to ₹5 crore can file returns annually instead of quarterly, pending final approval in the next meeting. Input tax credits will now cover employee health and life insurance. Additionally, arrest powers for GST officers are recommended for removal, the prosecution threshold is raised from ₹1 crore to ₹5 crore, and general penalties drop from ₹25,000 to ₹10,000. Inter-state supply interceptions are restricted to originating or destination States and require specific intelligence plus joint commissioner-level authorization. Furthermore, input tax credit refunds on capital goods under inverted duty structures will be spread over 60 months, taking effect from April next year, while changes for input services apply from November 1, 2026, as noted by Finance Minister Nirmala Sitharaman and supported by industry experts like KPMG India's Abhishek Jain.

Service Exports And Tax Notices

Service exports see major changes, granting export benefits when Indian firms bill through overseas branches and classifying testing, repair, certification, and research done in India for foreign clients as exports even if goods stay in the country. Export payment receipt dates will align with Reserve Bank of India rules. Finally, tax notices under ₹10,000 will be withdrawn, and no new notices will be issued below this amount.

Context

These administrative changes mark a crucial shift toward easing day-to-day compliance burdens for businesses as the tax regime matures past its initial years. Streamlining refunds and registration helps unlock vital working capital for sectors ranging from small retail to large services and manufacturing. All approved reforms are slated to come into force from April 1, 2027.

What Happened

The GST Council has approved a sweeping package of administrative, procedural, and structural reforms following its 57th meeting. While tax rates were kept off the agenda, these changes overhaul registration, audits, refunds, and service export classifications.

Why It Matters

For years, businesses have struggled with locked-up working capital due to delayed refunds, rigid input tax credit rules, and heavy compliance burdens. The new measures—such as easing registration for e-commerce sellers, raising prosecution thresholds, and granting export status to domestic testing and research for foreign clients—directly address these pain points. According to experts, sectors like FMCG, pharma, and food will notably benefit from the ability to monetize accumulated credits.

What Happens Next

Most of these procedural changes are scheduled to take effect from April 1, 2027, with specific provisions like input service refunds under inverted duty structures starting November 1, 2026. The GST Council will take up remaining pending issues, such as supplier-matching return rules and annual B2C filing options, in its upcoming meetings.
