England faces a potential school crisis as leadership unions declare a lack of confidence in Ofsted and warn of strike ballots unless inspection pressures are fixed.

The Threat

The Association of School and College Leaders, which represents senior staff in many secondary schools, called the inspection system an overbearing mess and asked the government to pause inspections to stop teachers leaving the profession. ASCL stated it would seek an indicative ballot on industrial action if change does not happen. The National Association of Head Teachers also stated it would consider steps including strike action at its leadership meeting next week.

Survey and Reactions

These moves follow an Ofsted survey showing that 88 percent of schools reported recent inspections negatively affected staff wellbeing. ASCL general secretary Pepe Di'Iasio said talks had hit a brick wall and the current system is not fit for purpose. NAHT general secretary Paul Whiteman stated his group's concerns are longstanding and will include the option of industrial action in next week's debate. Meanwhile, education secretary Lucy Powell wants Ofsted to overhaul the framework introduced last year, which many heads say has increased strain rather than lowering it.

Context

Hostility towards Ofsted increased following the 2023 death of Reading headteacher Ruth Perry, after a coroner found an inspection contributed to her mental health deterioration. Both government and Ofsted spokespersons stated they are working together to ensure accountability is fair and to address ongoing workload and wellbeing challenges in schools.
