The Jammu and Kashmir government ordered an inquiry on Friday, October 16, 2026, after an Indian Administrative Service officer used abusive language against a female officer during an official meeting.

The Incident and Official Action

A video went viral online on Thursday, October 15, showing Mr. Ranjan, administrative secretary of the Department of Labour and Employment, using foul language against Beenish Wani, Assistant Director of Employment in Ganderbal, during a review meeting for the Mission Yuva scheme. Chief Minister Omar Abdullah stated that the senior officer's conduct fell short of expected standards and described subsequent threats issued to the junior Jammu and Kashmir Administrative Service officer as making matters worse. Mr. Abdullah took up the matter with the J&K Chief Secretary in the strongest possible terms and noted that if J&K were a State, the officer would have been attached to the General Administration Department pending an inquiry. Mandeep Kaur, Commissioner-Secretary of the Housing and Urban Development Department, was appointed as the inquiry officer with a 15-day deadline to submit a report. The General Administration Department also issued a fresh circular directing staff to avoid derogatory or threatening language and maintain professional decorum.

Reactions and Protests

The incident sparked strong reactions from local officers and political figures. The JKAS Association called a one-day pen-down strike to protest the humiliation of a woman officer and defend institutional honour. National Conference president Dr. Farooq Abdullah stated that such an officer would have been expelled immediately during his tenure. PDP president Mehbooba Mufti urged the Chief Minister to demand strict action from the Government of India against the officer, who she noted faces prior allegations regarding illegal gun licences. JKPCC president Tariq Hameed Karra wrote to Lieutenant Governor Manoj Sinha seeking personal intervention and expressing concern over remarks made about the Jammu and Kashmir Public Service Commission. Meanwhile, BJP spokesperson Altaf Thakur condemned the unparliamentary language while adding that the work culture from before 2019 is no longer acceptable in J&K.

Context

Administrative officers in India operate under strict service rules that govern professional conduct and official interactions. Bureaucratic disputes and video leaks from official meetings occasionally draw public attention and political scrutiny regarding workplace standards. Regional administrative structures in Jammu and Kashmir involve a mix of central and local oversight mechanisms.
