GeneralMizoram Targets First Place in Completing Upcoming Census

Mizoram aims to become the first state in the country to finish the upcoming census. The State government is stepping up preparations for the second phase of the population count. Chief Secretary Khilli Ram Meena chaired a State-level conference in Aizawl to review field arrangements and training plans. Mr. Meena stressed that census data will play a key role in policymaking and in reaching the national goal of Viksit Bharat 2047. He noted that the second phase needs more effort than the first and urged officials to work with dedication.

Census Details And Rules

Deputy Director of Census Operations Jamil R. Swer explained the procedures and proposed training arrangements for the second phase. Officials stated that all 16 Scheduled Castes in the state will be counted, along with refugees currently living in Mizoram. However, officials clarified that including refugees will not give them Indian citizenship. People who do not want to share their Aadhaar numbers must not be forced to do so. Furthermore, individuals left out of the Special Intensive Revision of electoral rolls for any reason will still be included in the population count.

Training And Funding

Training for master trainers, field trainers, enumerators, and supervisors is set to finish in November. Each enumerator is expected to cover about 800 people during the exercise. To support these efforts, the Centre has allocated ₹19.19 crore to Mizoram for conducting the second phase.

Context

Population censuses provide governments with exact demographic figures needed to plan public schemes, distribute resources, and design long-term national development goals. Setting state-level completion targets helps administrative bodies push local teams to finish field surveys efficiently within set deadlines.
