Large cities and colonies on the moon are not practical because the moon does not have enough water to support them. Recent scientific studies show that lunar water supplies are very limited. Even though space agencies and private companies like Elon Musk's SpaceX talk about building growing moon cities in the next ten years, researchers point out that water limits will cap how many people can live there. Water is needed not just for drinking, but also to make rocket fuel and oxygen for life support systems. Without enough local water supplies, bringing all the required water up from Earth would cost too much money and time, making large permanent settlements impossible.
