A short 35-kilometre section of the Delhi-Mumbai Expressway in Gujarat has hit a fresh roadblock after the lowest bidder for the project declined to accept the award. The National Highways Authority of India revealed that Bhopal-based Bansal Construction Works refused to take up the Valsad and Navsari district stretch despite quoting over ten percent less than the estimated project cost of one thousand four hundred seventy-six crore rupees. Following this refusal, the highway authority cancelled the bid and forfeited the company's bank guarantee of fourteen point seventy-six crore rupees.

Tender Process

This marks the fourth time bids have been invited for package eight, which runs from Jujuwa to Gandeva. The stretch was first awarded to Pune-based Roadway Solutions India Infra Limited in twenty twenty-one under the hybrid annuity mode, but that contract was terminated in March twenty twenty-three due to delays. After being re-awarded and later cancelled again following a media report, fresh bids were invited in January. For the latest round, nine companies cleared the technical stage, while four others were rejected, including the original contractor Roadway Solutions which unsuccessfully challenged the technical evaluation in the Delhi High Court. Ceigall India emerged as the second lowest bidder by quoting fifteen hundred eighty-one crore rupees before Bansal Construction pulled out, prompting a second call for tenders on September fourteen.

Broader Delays

Aside from package eight, two other neighboring sections in Gujarat are also facing major setbacks. Package nine covering a twenty-six point six kilometre stretch from Karvad to Jujuwa has only reached twenty-two percent completion and saw its contract terminated for poor performance. Meanwhile, package ten covering twenty-four point six kilometres from Talasari to Karwad is also lagging with just thirty-six percent progress, leading to a termination notice. These persistent delays across an eighty-seven kilometre stretch have pushed the revised completion date for the entire corridor to June thirty, twenty twenty-eight.

Context

The massive Delhi-Mumbai Expressway is designed to link multiple states and significantly cut down travel time between the national capital and India's financial hub. Large infrastructure projects of this scale often face complicated contractual disputes and execution hurdles across different regional packages. When contractors pull out or fail to meet performance targets, authorities must restart lengthy tender processes that naturally delay final project completion.

ExplainerWhy this matters

What Happened

The National Highways Authority of India has faced repeated contractor terminations and withdrawn bids for a small 35-kilometre stretch in Gujarat, stalling progress on the larger Delhi-Mumbai Expressway corridor.

Why It Matters

Delays in key regional packages threaten the timeline of a massive national infrastructure project costing over one lakh crore rupees, delaying the promised reduction in travel time and logistics costs between Delhi and Mumbai.

What Happens Next

The authority has invited fresh bids with a submission deadline of October 13, and must successfully onboard a new contractor while resolving parallel disputes to meet the targeted June 2028 completion deadline.
