A senior housing official in Madhya Pradesh has warned local municipal leaders that the state is tracking their spending after data revealed wide price gaps in official orders. Sanjay Dubey, who serves as the Additional Chief Secretary for the Urban Development and Housing Department, raised concerns during a departmental review session.

Purchase Irregularities

Data presented during the meeting showed that 374 local bodies spent 1,134 crore rupees through an online marketplace across a three-year period. Officials noted that buying items at average market rates instead could have saved the state about 250 crore rupees. The review highlighted extreme price gaps for identical goods. One local body bought a garbage transport vehicle for two lakh rupees, while another paid six lakh rupees for the same model along with four dustbins. In another instance, some municipalities spent up to 1.5 crore rupees on garbage trucks despite lacking enough wards to deploy them.

Pricing Discrepancies

Anshuman Raj, who works as the Additional Managing Director for the state electronics development corporation, shared further examples during a presentation. A cleaning liquid was purchased by one local body at five rupees per litre, while another entry listed a purchase costing 33,500 rupees. Officials also flagged orders for 60-watt LED lights that ranged from 306 rupees to 11,800 rupees per unit, along with heavy purchases of metal poles in areas with limited installation space. Dubey made it clear that while last year's discrepancies were largely overlooked, stricter actions will be taken against officials responsible for irregular spending moving forward.

Context

Government e-Marketplace platforms are designed to bring transparency and standardization to public procurement by allowing government departments to buy goods and services directly online. However, oversight remains a major challenge for state authorities when hundreds of local bodies independently manage their own budgets and purchasing decisions.
