The two-day conclave of the BRICS Parliamentary Forum in New Delhi adopted a joint declaration strongly condemning the 2025 Pahalgam attack and calling for comprehensive reforms of the United Nations, including its Security Council. Announced by Lok Sabha Speaker Om Birla on October 27, 2026, the declaration also opposed unilateral economic and secondary sanctions, stating that such coercive measures negatively impact human rights, health, and food security. Vice-President C. P. Radhakrishnan, Rajya Sabha Deputy Chairman Harivansh Narayan Singh, Thailand's Senate President Mongkol Surasajja, and China's National People's Congress Vice-Chairperson Zheng Jianbang attended the event alongside other dignitaries. The declaration strongly condemned the 22 April 2025 terrorist attack in Pahalgam, Jammu and Kashmir, where 26 people were killed and many injured, while pledging zero tolerance for terrorism in all its forms, including cross-border movement and financing. It called for the quick adoption of the Comprehensive Convention on International Terrorism within the UN framework and action against all UN-designated terrorists. The Forum also supported a two-state solution for the Israeli-Palestinian conflict, expressed deep concern over West Asia tensions, and condemned violations of international humanitarian law. Furthermore, the declaration stressed the need to address climate change through the Paris Agreement and highlighted the importance of emerging technologies like artificial intelligence. It emphasized ensuring secure and equitable use of information and communication technologies while improving energy efficiency in AI systems to support the Global South.
