Heavy rain in the final days of September has disrupted normal life across several states, causing rivers to overflow and submerging homes and roads in Uttar Pradesh, Bihar, Chhattisgarh, and Odisha. In Uttar Pradesh alone, three days of continuous downpours resulted in 56 deaths and 46 injuries, alongside damage to 1,021 homes.

Regional Impacts

In Kanpur, the Pandu River is in spate, pushing water levels up to 5 to 7 feet deep in low-lying residential areas such as Gopalapuram, Varun Vihar, and Pipauri in Barra, leaving residents struggling to arrange fodder for cattle. प्रयागराज witnessed a sharp rise in the Ganga and Yamuna rivers, with floodwaters reaching the Hanuman Temple corridor and River Front Road near the Sangam, forcing residents to rely on boats. Yamuna's water level at Naini rose by nearly 93 centimeters within 12 hours between September 27 and 28, while the Ganga saw increases of 28 to 35 centimeters in a matter of hours, though staying below the danger mark of 84.73 meters. Meanwhile, in Gopalgarh, Bihar, authorities used public address systems from vehicles to warn citizens as heavy rain in Nepal's terai region led to water being released from barrages, swelling the Gandak River. In Raipur, Chhattisgarh, the overflowing Kharun River submerged streets and houses under waist-deep water, with residents reporting snakes entering flooded homes. In Odisha's Khurda district, heavy rain cut off main roads in Banpur, submerging paddy fields and prompting Chief Minister Mohan Charan Majhi to conduct an aerial survey of affected areas and direct officials to provide food, drinking water, and medicine.

Relief Measures

Chief Minister Yogi आदित्यनाथ directed officials to swiftly assess damage to life, livestock, and property in Uttar Pradesh, arrange crop surveys, and move affected families to relief camps, emphasizing that no laxity in relief work will be tolerated. According to Hindustan, heavy monsoon withdrawal rains also caused destruction in West Bengal and parts of the Northeast, with over one lakh people shifted to safety in Odisha.

Context

Late-monsoon weather systems and active low-pressure areas originating from the Bay of Bengal frequently cause heavy rainfall and river swelling across northern and eastern India during this time of year. State disaster management authorities routinely deploy rescue teams and relief camps to assist populations displaced by sudden river surges and waterlogging.
