Official Manufacturing GVA Figure Shows Large Gap Over Alternative Estimates
Reported by Rituparna Sen (Section Editor) · The Hindu - Business ·
Reported by one source so far
The manufacturing sector's gross value added is reported at ₹38.6 lakh crore for 2023-24 at current prices by the National Accounts Statistics. This official figure makes up 14.7 per cent of the gross domestic product for that year. However, an alternative estimate combining data from the Annual Survey of Industries and the Annual Survey of Unincorporated Sector Enterprises stands at ₹27.4 lakh crore. This creates a large gap of 40.9 per cent between the official and alternative estimates.
Data Sources And Workers
The official source for the unincorporated sector uses the same survey data as the alternative estimate, meaning it does not cause the difference. The reason for the gap likely connects to how organised manufacturing output is measured using company balance-sheet data from the Ministry of Corporate Affairs database. The Periodic Labour Force Survey for 2023-24 estimated that manufacturing employed 697.5 lakh workers. In contrast, the factory and unincorporated surveys recorded only 532.9 lakh workers producing the official output. This leaves 164.6 lakh residual workers who might help explain part of the difference.
The Unaccounted Gap
Adding the potential output of these residual workers and extra companies brings the estimated overall manufacturing GVA to ₹31.0 lakh crore. This adjusted figure still falls short of the official estimate by 24.5 per cent, leaving ₹7.6 lakh crore unexplained. Resolving this statistical puzzle requires making the corporate database and statistical methods public for independent review.
Context
Gross value added measures the value of goods and services produced in an area, industry, or sector of an economy. Different government surveys often use separate methods and target groups, which can sometimes lead to varying economic totals. Experts regularly study these differences to understand how national output is measured.
ExplainerWhy this matters
What Happened
Official national accounts data released by the National Statistical Office reported a manufacturing GVA of ₹38.6 lakh crore for 2023-24, which is significantly higher than alternative estimates derived from standard industrial and enterprise surveys.
Why It Matters
Discrepancies in economic data affect how policymakers understand industrial growth, employment contributions, and the overall size of the economy. A large unexplained gap raises questions about the accuracy and reliability of corporate database scaling methods used in official GDP calculations.
What Happens Next
Independent economists and researchers continue to call for public access to underlying corporate filings and calculation methodologies so that statistical agencies can reconcile the differences between factory surveys and corporate balance-sheet databases.
