Thirteen municipalities and one Nagar Panchayat in the Godavari region are holding local body elections on Sunday despite recent damage from Cyclone Arnab.
Election Preparation
The storm made landfall on October 28 between Narsapuram and Amalapuram, snapping power lines and uprooting trees. Restoration work has finished in Narsapuram and Amalapuram, and officials report no lack of basic infrastructure. Dr. B.R. Ambedkar Konaseema District Collector R. Mahesh Kumar stated that polling faces no hurdles in Amalapuram, where 150 fallen power poles were replaced. In Konaseema, women make up 51.39% of the 90,035 total voters and will help shape the final outcome. In Dr. B.R. Ambedkar Konaseema district, voting is set for Amalapuram, Mummudivaram and Ramachandrapuram municipalities. Meanwhile, voting will not take place in the Kakinada and Rajamahendravaram Municipal Corporations due to an ongoing legal battle over the merger of Gram Panchayats.
Security Measures
The police have stepped up security across all 14 urban local bodies. Eluru Ranger Inspector General of Police G.V.G. Ashok Kumar said that ground preparations and personnel deployment are complete, with drones and surveillance tools in place as advised by the State Election Commission. Paramilitary forces will not be deployed for these polls. Kakinada Superintendent of Police H. Bindhu Madhav introduced a new mobile app named TRACE, which stands for Tracking Routes, Alerting and Coordinating Emergencies. The app tracks 67 police vehicles linked to the control room, allows officers to send emergency alerts, and shares photos from the field. These vehicles cover 49 routes, 12 striking forces, 6 special striking forces, and 143 digitally mapped polling locations.
Political Context
The elections cover six municipalities in Kakinada district, which are represented by Deputy Chief Minister K. Pawan Kalyan. Three municipalities in East Godavari—Kovvuru, Mandapeta and Nidadavolu—are going to the polls under Tourism Minister Kandula Durgesh. Voters in West Godavari district will cast ballots for the Narsapuram municipality and the Aakiveedu Nagar Panchayat.
Context
Local body elections are a key part of grassroots democracy in India, allowing citizens to choose their local civic leaders and council members. Severe weather events like cyclones often disrupt public life and infrastructure in coastal regions, requiring swift administrative action to restore normalcy before major public events.
