GeneralHome Ministry orders fast reporting and strict checks on AGMUT officers

The Union Home Ministry has ordered all AGMUT (Arunachal Pradesh, Goa, Mizoram and Union Territories) officer cadres to inform the centre within two days of any investigation, arrest, court order or agency action against IAS, IPS, DANICS and DANIPS personnel. The directive came out of a review meeting chaired by the ministry after it was found that state departments often delayed informing the centre about probes by the CBI, Enforcement Directorate or Anti‑Corruption Bureau. By 15 October each AGMUT segment must also send full details of any pending disciplinary matter, clearly stating whether the case is before or after a charge‑sheet. Proposals have to include a fact‑sheet, timeline, authenticated copies of all supporting documents, witness list, draft charge‑sheet, recommendation on the level of penalty and the reasons for starting the proceedings. If an initial proposal is incomplete, the segment must resend a complete version within 15 days. The ministry further asked the cadres to scrutinise officers on extended leave, checking leave balances, extensions granted and the officer’s current residence. Salary payments should be limited to periods covered by approved leave; any excess amount must be identified and recovered. Ladakh, Puducherry, Mizoram, the Andaman and Nicobar Islands and Arunachal Pradesh have been specifically told to verify leave records and recover over‑payments where found. The order also limits exemptions from mandatory training to truly exceptional cases and requires an internal tracking system, while officers close to promotion should be released for training as a priority. Arunachal Pradesh was asked to forward its proposal for inducting state police officers into the IPS for the 2025 select list to the UPSC, and Jammu & Kashmir was directed to finish collecting APARs and prepare induction papers for pending IAS and IPS posts without waiting for vacancy clearance. Finally, AGMUT segments must keep direct recruitment in entry‑level state civil and police services running smoothly and clear any existing hiring backlogs.
