India and the European Union have wrapped up talks on India joining the Euro 93.5 billion Horizon Europe research and innovation programme. This decision arrives just weeks before both sides plan to sign a major free trade agreement aimed at creating a market of two billion people.

Programme Details

Once the pact is signed and formal steps are done, Indian researchers and groups can get direct funds from Horizon Europe and lead joint projects under its Pillar II. This main part of the programme funds multi-national research dealing with health, digital tech, space, climate, energy, and the bioeconomy. Association is the closest form of cooperation the EU offers to non-EU countries, letting them join on equal terms while contributing funds.

Timeline and History

Exploratory talks on the Horizon programme started in February 2026, and formal talks began in July. Both sides are likely to sign the formal agreement in January. This scientific teamwork builds on a cooperation agreement signed in 2001 and renewed until 2030, alongside the Joint EU-India Comprehensive Strategic Agenda towards 2030 adopted in New Delhi on January 27.

Context

International research programmes like Horizon Europe help countries pool money and knowledge to solve big global issues like climate change and health crises. India and the EU already work together through platforms like the Trade and Technology Council on areas such as artificial intelligence, semiconductors, and green energy. This growing partnership reflects a wider push by both powers to build deeper tech and trade links over the coming years.
