Karnataka OMCs Challenge State’s High Ethanol Blend Figures, Demand Full Test Documentation
Reported by Sneha Patil (Staff Writer) · The Hindu - National ·
Three state‑owned oil‑marketing companies in Karnataka say the state's claim that petrol contains up to 31% ethanol is not backed by proper testing. They argue the tests were not done according to the statutory and technical procedures set out in IS 17021. The companies asked the Karnataka government to provide the complete sampling records, outlet‑wise laboratory reports, the exact testing method used and the samples themselves for retesting. They said the certificates presented do not name the standard test method, the dilution steps or the reference material needed after vaporisation, making independent verification impossible. Because ethanol is denser than petrol, a blend with a higher ethanol share should show a higher density, a point the companies say the state data contradicts. The OMCs tested 56 samples from across Karnataka, found the blends met specifications and measured an average ethanol content of 19.3%. They pledged to work with the state and other authorities under the Control Order and the Marketing Discipline Guidelines 2024 for joint sampling and testing. Any deviation found through the prescribed procedure will be dealt with as per the applicable guidelines, the statement added. The companies also questioned the department’s claim of a 10 % mileage loss and an estimated consumer loss of ₹62,000 crore, calling for a transparent study of vehicle performance, material compatibility and repair costs.
Context
India is raising ethanol in petrol to cut oil imports and emissions. Karnataka’s E20 program aims for about 20% ethanol in fuel. Accurate testing is crucial for meeting national blending targets and protecting consumers.
