Madanayakanahalli police have taken into custody Kelvin James, a foreign national held at a detention centre, for allegedly assaulting staff members at the Foreigners Regional Registration Office (FRRO) holding facility in Sondekoppa village near Bengaluru.

Incident

The police say Kelvin entered the staff office earlier this week and attacked a sleeping employee. The following day he allegedly assaulted another staff member, prompting the in‑charge of the facility to lodge a formal complaint. Investigators note that Kelvin’s wife and daughter are also staying in a restriction centre elsewhere, and that he was reportedly agitated by the length of his own detention.

Background

Kelvin is already facing several criminal cases, including charges under the Narcotic Drugs and Psychotropic Substances (NDPS) Act and assault. This is not his first clash with authorities. On 29 April he is said to have brandished a knife, used abusive language and tried to strike on‑duty personnel; an Assistant Sub‑Inspector and other officers intervened and disarmed him after a brief struggle. Police also recorded an incident in January where Kelvin allegedly hurled stones and a water‑sump lid at staff.

Context

FRRO holding facilities are meant to keep foreign nationals temporarily while their registration is processed. Violent episodes inside such centres are uncommon, and the latest arrests highlight the challenges of managing detainee unrest and ensuring staff safety.
