UPDATE - follow-up to Trump unveils Essar's new steel plant in Iowa: Essar Group is investing $18 billion to build an integrated steel manufacturing plant in America through its arm Mesabi Metallics.

Project Details

The project includes a proposed $15 billion integrated steel complex in Iowa and a $3 billion investment in a Minnesota iron ore mine and pelletising facility. Mesabi Metallics chairman Rewant Ruia stated the project links Minnesota iron ore resources with Iowa steelmaking to produce American steel and create thousands of jobs.

Leadership Comments

Essar Group vice chairman and founder Ravi Ruia said the investment carries forward the vision of his late brother Shashi Ruia. U.S. President Donald J. Trump announced the development at the White House on Monday.

Past Background

This investment marks a return to steel for the Ruias after the group exited Essar Steel India through the Insolvency and Bankruptcy Code process in 2019. The earlier business started in the 1980s with sponge iron production in Hazira, Gujarat, and grew into a 10 million tonne per annum plant. Operations later faced challenges from gas supply stoppages and the global financial crisis, leading to insolvency proceedings where the Ruias' settlement offer was rejected and the plant was acquired by ArcelorMittal and Nippon Steel.

Context

Integrated steel plants combine iron ore processing and steelmaking at scale to control production costs. Large cross-border investments of this scale often take several years to move from initial announcement to full commercial operations.

ExplainerWhy this matters

What Happened

Essar Group is re-entering the global steel sector with an $18 billion investment in America, years after losing control of its Indian steel business during bankruptcy proceedings.

Why It Matters

This venture represents one of the largest single-location investments in an integrated steel complex in U.S. history. For the Ruia family, it marks a major strategic shift back to heavy manufacturing on a global scale after they lost their flagship Hazira plant to ArcelorMittal and Nippon Steel in 2019.

What Happens Next

Mesabi Metallics will work on linking its Minnesota iron ore assets with the new steel manufacturing plant in Iowa to build out its supply chain from the ground up.
