UPDATE - follow-up to Cyclone Arnab LIVE: New Bay system likely to head for Andhra coast; 300 villages marooned in Ganjam: A fresh low-pressure area over the south Andaman Sea is likely to grow into a depression by October 31 and move towards the Andhra Pradesh coast. Meanwhile, Cyclone Arnab has weakened into a depression over central Chhattisgarh and south Odisha, leaving behind heavy rain and severe flooding across multiple states.

Flood And Rescue

About 300 villages are cut off in Odisha's Ganjam district, with Chief Secretary Anu Garg stating that about 2,000 people are stranded by floodwater. Odisha Chief Minister Mohan Charan Majhi noted that prior evacuations helped achieve a zero-casualty target in the state, though a stretch of National Highway 326 linking Ganjam with Mohana was washed away. Union Home Minister Amit Shah assured Chief Ministers of all help after speaking with them. In Andhra Pradesh, Chief Minister N. Chandrababu Naidu conducted an aerial survey of flooded plantations and wrote to Mr. Shah seeking a central damage assessment team. Seven people died in Andhra Pradesh from incidents like falling trees and wall collapses. The Indian Coast Guard airlifted 13 crew members from the stranded bulk carrier Sigma Pearl off Konaseema district and deployed helicopters for flood relief in Odisha.

Travel Disruptions

Heavy rain brought over 200 mm of rainfall to low-lying areas across more than 10 districts in Andhra Pradesh. Srikakulam district recorded the state's highest rain in a 24-hour window, with Kanchili mandal hitting 248.5 mm. The swollen Bahuda river flooded Ichchapuram, pushing the Baghalati dam past its danger mark and halting trains after a railway bridge submerged. The East Coast Railway cancelled nine trains and diverted 14 on the Howrah-Chennai route, including the Vande Bharat Express. Operations at three Andhra Pradesh airports were also suspended.

Regional Impact

Rain has spread across West Bengal, Jharkhand, and Madhya Pradesh. IMD meteorologist V.S. Yadav stated that nine eastern Madhya Pradesh districts could see heavy rain and winds of 40 to 50 kmph before the system moves toward Bihar. In Jharkhand, six districts faced heavy rain alerts, with East Singhbhum's Gudabanda recording 71.4 mm.

Context

Tropical cyclones frequently form in the Bay of Bengal during the post-monsoon season, often bringing torrential rains and severe coastal flooding before weakening as they move inland. Meteorological departments maintain constant radar surveillance to track these fast-moving systems and issue timely alerts to vulnerable districts across eastern and southern India.
