UPDATE - follow-up to Telangana Govt stares at financial burden to fund Rythu Bharosa or crop compensation: The Telangana Government faces a major financial strain as it decides how to fund Rythu Bharosa or provide crop compensation to farmers during the ongoing El Nino weather event.

Financial Strains

Revenue receipts in the first half of the financial year 2026-27 reached ₹92,013 crore, which is only 38.14 percent of the ₹2.41 lakh crore projected in the budget. Borrowings reached nearly ₹50,000 crore by October after hitting ₹44,612 crore at the end of September. The state asked the Central Government for a special assistance package of ₹30,000 crore, up from an initial ₹20,000 crore, to support affected groups including farmers facing crop loss.

Farm Support and Timing

Central assistance remains crucial for meeting these agricultural commitments. Earlier in July, the state credited close to ₹9,000 crore to 71.38 lakh farmers for the Vaanakalam Kharif season under Rythu Bharosa. Officials usually announce the Yasangi Rabi installment dates before the end of December, but this time the decision depends on how the state plans to compensate farmers who were asked to avoid Rabi cultivation due to El Nino.

Context

State governments often rely on central grants and steady tax collections to fund large welfare schemes and disaster relief measures. Weather patterns like El Nino frequently disrupt farming cycles across India, forcing local administrations to choose between direct income support and alternative compensation.
