Former Indian Administrative Service officer Divya Mittal has announced her entry into politics, nearly a month after taking voluntary retirement from the civil services. The 2013-batch Uttar Pradesh-cadre officer stated she aims to become the voice of citizens whose concerns fail to reach government offices, and declared she would contest without aligning with any political party.

Key Issues

Mittal highlighted several critical issues driving her decision, pointing to sanctioned schools that were never built, leased land that was never handed over, poor roads causing deaths, and student futures threatened by examination paper leaks. Recalling an inspection in the Lahuria Dah area of Mirzapur where she served as district magistrate, she shared how a local woman asked for a village school rather than personal aid, yet construction failed to begin even three years later despite funds, rules, and approvals being available due to a lack of intent. She also ruled out using caste as a card during her political journey.

Background

The 42-year-old officer is an alumnus of IIT Delhi and holds an MBA from IIM Bangalore, and previously worked as an exotic derivatives trader in London before joining civil services. During her bureaucratic career, she served as District Magistrate of Sant Kabir Nagar and Mirzapur, Chief Development Officer in Gonda, Joint Managing Director of the UP State Industrial Development Authority, and Vice-Chairperson of the Bareilly Development Authority. She was transferred from Mirzapur in September 2023, spent time on the waiting list, and later served as CEO of the Uttar Pradesh Rural Road Development Agency before announcing her resignation on August 31.

Context

Uttar Pradesh remains one of India's most politically influential states, where transitions from senior civil service roles to electoral politics have occasional precedent. Bureaucrats entering public life often leverage their administrative track record and direct public engagement from their field postings to build independent political platforms.
