Mumbai Police has formally asked the Centre to step in so they can finally reach gangster Anmol Bishnoi for questioning regarding major criminal cases in the city, including the killing of politician Baba Siddique and the shooting incident at actor Salman Khan's home.

Official Request

The state police sent a request to the Maharashtra government last week asking the Union Home Ministry to relax a December 5, 2025 order. That specific order stops Anmol from being shifted out of Delhi's Tihar Jail. Investigators call him the key mastermind behind the Siddique murder and state that twenty-seven arrested suspects followed his orders. However, the police admit they have not questioned him directly yet because of the strict prison restriction.

Legal Hurdle

Anmol was brought back from the United States and held by the National Investigation Agency in November 2025. Weeks later, authorities used Section 303 of the Bharatiya Nagarik Suraksha Sanhita to lock down his location in prison to prevent public unrest. This legal block means courts cannot order him to be moved, and agencies can only question him inside the jail with special court permission. A similar restriction also applies to his brother Lawrence Bishnoi, who stays in Gujarat's Sabarmati Jail.

Court Pressure

The special court has repeatedly questioned why police failed to bring in a wanted suspect who is already locked up elsewhere. In July, the wife of the slain politician moved court to push for Anmol's custody and a proper check into the motive. The investigating team later submitted a confidential report to the judge explaining that government orders created a legal wall blocking physical access.

Context

High-security prison transfer restrictions are special legal measures used by governments to handle high-risk prisoners and prevent potential law and order problems during transit. Such executive orders override regular court production warrants, forcing investigating agencies to rely on limited questioning inside jail walls unless higher authorities grant a relaxation.

ExplainerWhy this matters

What Happened

Investigators in Mumbai are stuck in a legal deadlock because executive orders prevent them from moving high-profile jailed gangsters to their local jurisdiction for interrogation.

Why It Matters

When central or state governments use special detention laws to keep dangerous prisoners locked in specific out-of-state facilities, it creates major friction with local police forces trying to solve high-profile crimes and run active court trials.

What Happens Next

The Union Home Ministry will decide whether to relax the prison restriction order, which will determine if Mumbai Police can finally question Anmol Bishnoi face-to-face before the ongoing trial proceeds further.
