U.S. Secretary of State Marco Rubio arrived in Gujarat's Jamnagar city on Wednesday to tour the oil refinery complex owned by Reliance Industries Ltd. His visit follows his recent description of India as a crude oil refining superpower. Mr. Rubio is on a three-day trip to India to strengthen ties in energy, trade, investment, defence, and critical technologies. He and his wife Jeanette Rubio traveled to Jamnagar after his arrival in Mumbai on Tuesday, where he held wide-ranging talks with External Affairs Minister S. Jaishankar. On Wednesday morning, he also met Adani Group chairman Gautam Adani and Tata Sons chairman N. Chandrasekaran before heading to Gujarat, though neither side shared details from those meetings.

Refinery Details

The Jamnagar refinery complex is the largest and most complex single-site refinery in the world. It has a crude processing capacity of 1.4 million barrels per day and a complexity index of 21.1, which is the highest globally. The facility has processed over 216 different grades of crude oil and houses major units including the Fluidised Catalytic Cracker, Coker, Alkylation, Paraxylene, Polypropylene, Refinery Off-Gas Cracker, and Petcoke gasification plants.

Context

High-level diplomatic visits of this nature often focus on strengthening economic and energy partnerships between nations. Processing diverse types of crude oil allows major refiners to adapt to changing global supply and pricing conditions.
