Disbanding The Forum
Kerala Chief Minister V D Satheesan announced that the Loka Kerala Sabha has been disbanded because it failed to serve its purpose and its recommendations were not being implemented. He stated that the government plans to replace it with a stronger and more effective mechanism for expatriates to raise their grievances. The opposition LDF had moved an adjournment notice in the state Assembly to discuss this decision, along with issues regarding insurance premium hikes and delayed pensions from the Pravasi Welfare Board.
Welfare Board And Insurance
Addressing the pension delays, Satheesan explained that contributions to the welfare board fund faced a shortfall of 700 crore rupees, forcing the government to cover the gap. The board paid 163 crore rupees in benefits and 102 crore rupees as pensions, while needing 35 crore rupees every month but receiving only around 16 crore rupees in contributions. Membership grew from about 17,000 in 2020-21 to over a lakh, without a matching rise in income. Regarding insurance, the CM said the NORKA Care scheme suffered huge losses because it covered all existing illnesses, leading to claims of around 210 crore rupees against collections of 145 crore rupees, with 120 crore rupees going toward cancer treatment. Because insurance companies faced heavy losses, no firm submitted quotations at old rates, forcing a premium hike to cover ages 18 to 110.
Opposition Reaction And Air Fares
On the matter of high air fares charged by airlines on flights from the Gulf region, Satheesan noted that successive state governments have repeatedly asked the Centre to cap fares and regulate the sector. He also assured that rules would change to let expatriates renew memberships after defaulting for three to four months due to job losses from West Asia conflicts. Speaker Thiruvanchoor Radhakrishnan denied the adjournment notice based on the Chief Minister's replies. Following this, the opposition staged a walkout led by Pinarayi Vijayan, who called the LKS disbandment a cruelty to expatriates and accused the UDF government of cutting the NORKA budget allocation to 112 crore rupees from the 154 crore rupees set by the previous LDF budget.
Context
Expatriate workers from Kerala form a massive economic backbone for the state, sending substantial remittances that heavily support local families and the economy. Welfare boards and specialized government departments like NORKA exist specifically to manage the welfare, insurance, and grievances of these overseas workers. Issues involving international air fares, job security in the Gulf region, and pension disbursements routinely spark intense legislative debates in the state Assembly.
